ITANAGAR: The All Arunachal Pradesh Labour Union (AAPLU) on Wednesday submitted a two-point memorandum to Chief Minister Pema Khandu requesting regularization of casual/contingency staff and head counting of all casual/ WC employees of various departments.

The union said that the present situation in the State is that 90% of casual and contingency labourers have been working for 20-30 years in the department continuously without regularization. This is ultimately discouraging the work culture and working spirit of the labour community in particular.

As such, the union appealed to the CM to make a provision for regularizing all APST casual employees who have crossed 15 years of casual service and non-APST employees who have completed 18 years of casual service in the department.

The union further claimed that the many Government departments are using excess and even bogus casual/WC employees in the department which is directly creating heavy losses to State exchequer.

"As such, a strict head-counting system is to be implemented in every department to ensure that only the legitimate and actual required employees could be retained by removing out the bogus and unwanted labour," the union added.
