APPDSU stands firm against separate ‘annual work plan & budget’ for capital

Itanagar, May 21: Maintaining its strong resistance against the authority’s reported bid to have a separate ‘annual work plan & budget’ (AWP & B) against the Capital Complex under the ISSE (Integrated Scheme for School Education) programme, the All Papum Pare District Students’ Union (APPDSU) has petitioned the Education Secretary of Department of School Education & Literacy under the Union HRD Ministry not to approve the proposal on the same during the ensuing Project Approval Board (PAB) meeting.

Narrating the people’s woes due to the jurisdictional matters between Capital Complex and Papum Pare district, the students’ body said: “Till the State government clears all the matters related to jurisdictional problems of DC, Capital Complex and DC, Yupia (Papum Pare) and DDSE Capital Complex and DDSE Yupia, we sincerely urge the Ministry of HRD not to accept two separate AWP & B under one district in the PAB meeting, which is going to be held on May 23 for the academic session 2018-19.”

The APPDSU reasoned that the DC, Yupia is the Chairman of District Level Management & Monitoring Committees of all the Central schemes for Papum Pare district including Capital Complex, whereas DC, Capital Complex is not the Chairman of any of the said Committees.

“The sole purpose of creation of DC, Capital Complex in 2008 was only for law and order (maintenance) but later delegation of other power equivalent to DC, Yupia by the government without proper gazette notification for Capital Complex district is the only reason for all chaos and confusion prevailing today in Papum Pare district,” it said.
