Itanagar: The All Arunachal Pradesh Workers Union (AAPWU), affiliated with the Bharatiya Mazdoor Sangh (BMS), has submitted a five-point memorandum to Chief Minister Pema Khandu, urging immediate attention to key issues affecting thousands of casual and contingency workers across the state.
The memorandum highlights pressing concerns, starting with a strong demand for the cancellation of limited departmental examinations conducted by the Arunachal Pradesh Staff Selection Board (APSSB) for lower-grade posts such as LDCs, drivers, and handymen. AAPWU has instead called for promotions to be routed exclusively through the departmental promotion committee (DPC) mechanism, citing that long-serving workers, many with over a decade of experience, lack the time or resources to prepare for the exam’s academically demanding criteria such as English comprehension, reasoning ability, and numerical aptitude.
The union argued that such workers, despite their valuable hands-on experience and years of service, are unfairly sidelined by examination-based criteria that do not reflect their practical contributions. The memorandum referenced an earlier government notification supporting DPC-based promotions. Secondly, the union urged the state government to create C-I and C-II sanctioned posts in all departments and to regularise casual and contingency staff who have been serving for over 15 years.
