ITANAGAR: The Arunachal Pradesh Legislative Assembly on Tuesday approved the Arunachal Pradesh Arun Parivar Authority Bill, which aims to increase transparency in the distribution of public welfare benefits by adopting a family-based identification system.
The bill, which was tabled by Deputy Chief Minister Chowna Mein on March 6, was approved by a voice vote.
One of the major provisions of the bill is the introduction of the Arun Parivar Patra (APP) ID, a family identification system, which will facilitate the administration of government welfare schemes.
The bill also envisages setting up the Arunachal Pradesh Arun Parivar Patra Authority to ensure the implementation of the APP ID and its proper management.
In reply to questions from MLAs, Mein said the APP ID would be a common identifier for families, making it easier to access welfare benefits. Residents can apply for the ID online or through common service centers (CSCs) by providing Aadhaar, residence proof, and basic family information.
The administration will be tasked with establishing and updating the Arun Parivar Patra Resident Data Repository, defining operational protocols for CSCs, ensuring data protection, linking APP ID with current welfare databases, and taking care of monitoring and grievance redressal processes.
Mein promised the Assembly that this program would speed up benefit transfers, eliminate inefficiencies, and enhance transparency in public welfare disbursement.
To encourage broad enrollment, especially from rural regions, campaign activities will be undertaken to enlighten citizens regarding the advantages of the APP ID.
Allaying fears regarding data security, Mein highlighted that the repository would be encircled with top-notch encryption and legal protections. Harsh penalties will be enforced against unauthorized access, misuse of data, and fraudulent submission of information.
