ITANAGAR: Reiterating its demands, Arunachal Pradesh Doctors Association (APDA) has sought immediate intervention of Chief Minister Pema Khandu on meeting their-long pending demands.

Addressing the reporters at the Press Club here on Friday, APDA president Dr. Emi Rumi said that the association had earlier submitted the representation to CM to resolve their demands but yet there is no solution.

He said that the state government was much kinder to give the doctors three times bound promotion under Dynamic Assured Career Progression (DACP) but it is against the fourth time bound promotion which is given by government of India to central health cadre doctors.

"The notification of three time-bound promotion was issued by the state government in the year 2018. Unfortunately, our doctors haven't received the benefits yet, which is a long time due," he added.

Speaking on the Non-Practicing Allowance (NPA), Dr. Rumi said that the State government has already implemented 7th central pay commission on June 1, 2017. But the benefits have not been given to the serving doctors.

Therefore, the association has been stressing the issue time and again to the state government to release the NPA, he added.

"Rather recognizing and awarding medals to the doctors for their contribution towards the welfare of society, we request the state government to give NPA," he said.

Dr. Rumi also said that there have been many appointments in the post of District Medical Officer (DMO), District Reproductive Child Health Officer (DRCHO), which the association has been repeatedly requesting the State government to comply on the civil seniority list and fitness rules which has not been done till date.

"If any appointment is done, it should be done following the rule of Central Health Service (CHS), seniority basis and fitness," he said.

On the sideline, Dr. Rumi also said that the COVID-19 pandemic has taught us to have well equipped and better medical infrastructure. He said that the most important need is the human resource.

"Though, we may have the all logistic and well built district and general hospital. But if there is no sufficient manpower then it will cause problems in future too," he added.

Earlier, APDA in a memorandum submitted to the CM had sought to resolve the issues pertaining to doctors on NPA, appointment of doctors to various posts in the Health department as per seniority list and fitness, holding of timely DPC, to resolve the issue of engagement of unskilled contingency staff against doctors, appointed after 2008 and de-cadre of Directorate of Health Service (DHS) post.
