ITANAGAR: Arunachal Pradesh Panchayati Raj Minister Bamang Felix on Wednesday asked the officials of the department to ensure that transfer of allocated funds under the State's Own Revenue (SOR) to the gram panchayats is completed by January 26 next.

Addressing the concluding day of the two-day State-level coordination and review meeting of 25 districts of the State, the Minister informed that performance grant under SOR fund would be released to the performing districts purely based on their performance in the basic grants already released.

Felix, who is also the State's Rural Development Minister, appealed to the Zila Parishad chairpersons (ZPCs) and District Project Development Officers (DPDOs) to move beyond their duties and take the onus of transforming rural Arunachal into a self-reliable one, as their responsibility.

Felix appreciated the ZPCs and DPDOs for diligently executing their responsibility despite challenges, but observed that a few need to rigorously pursue their undertakings to catch up with rest of their counterparts.

He observed that capacity building training, especially in financial and technical aspects, need to be imparted to the ZPCs and DPDOs which, he said, would assist them in executing their works more efficiently.

Lauding the efforts and achievements of the Arunachal State Rural Livelihood Mission (ArSRLM) in rural areas, especially the progress made in making rural women folk self-reliant through SHGs, Felix advised the ZPCs and DPDOs to extend all possible assistance to the ArSRLM coordinators.

Expressing confidence that all challenges could be overcome with proper coordination among all stakeholders including, the line departments in a 'Team Arunachal' spirit, the Minister exhorted all to keep reminding themselves that the welfare of rural Arunachal depends on their performances.

Panchayati Raj and RD Secretary Amarnath Talwade, in his remarks, appreciated the improvement shown by the districts in the recent months and exhorted all to keep up the tempo to work for the welfare of rural masses.

He said that the State has been experiencing three crucial revolutions - democratization of grass-roots level stakeholders, adoption of technology in ensuring transparency such as PFMS, Geo-tagging, DBT, e-Gram portal and empowerment of rural womenfolk.

Stating that the revolutions are beginning of a new chapter in the transformation history of Arunachal Pradesh, Talwade hoped that the two-day event would be a catalyst in providing stakeholders to work with more vigour and dedication.

During the event, performance report on various central flagship programmes such as Rashtriya Gram Swaraj Abhiyan (RGSA), Jal Jeevan Mission (JJM), Early Childhood Care and Education, progress of developmental activities under 14th and 15th Finance Commission, status of financial grants under SOR to the State's Panchayati Raj institutions, were reviewed and discussed.
