Government Pursuing Centre For Separate IAS, IPS Cadres: Khandu

ITANAGAR: The Arunachal Pradesh government has constantly pursued the Centre for creation of separate cadre of All India Services of IAS, IPS and IFS for the state; the assembly was informed on Tuesday.

Chief Minister Pema Khandu, while responding to a question in the assembly by Congress member Ninong Ering, informed that the resolution adopted in the assembly on October 18, 2017 in this regard has been conveyed to the ministry of home affairs with a request for taking necessary action. However, the matter is pending with the ministry, he said adding, the Central Government is the appropriate authority which has the jurisdiction to create a separate cadre for the state.

"Because of absence of separate cadres, the central schemes could not be implemented and executed properly in the state as officers from AGMUT come to the state for a short period and are not able to understand the tribal culture and sentiments," Khandu pointed out adding, with a dedicated team of officers under the state cadre, development would begin in real sense.

Arunachal has cadres under AGMUT (Arunachal, Goa, Mizoram and other union territories). The present tenure of IAS and IPS officers posted in Arunachal Pradesh is three years. The Chief Minister added that posting of All India Service cadres in the state should be five years. He said discussions are going on at the central level on how to post cadres in the state.

Earlier on August 18 this year, State Governor Brig (Retd) Dr B D Mishra took up the issue of a separate IAS cadre for Arunachal Pradesh, when Union Minister of State for Personnel and Public Grievances, Jitendra Singh called on him at Raj Bhavan here. During the meeting, the Governor said that a separate cadre would go a long way in laying a strong foundation of public administration and good governance in the state.

"Till that is done the minimum tenure of IAS and IPS officers being posted to Arunachal Pradesh should be a minimum of 5 years," Mishra had urged the minister.
