Ninong Ering Submits Report to Centre for Separate All India Services Cadre

Itanagar: Continuing his demand for a separate All India Services (AIS) cadre for Arunachal Pradesh, Congress MP from the state, Ninong Ering has submitted a report to Home Minister Rajnath Singh.

Ering in a tweet said, “Submitted the detailed research report on ‘separate cadre of All India services’ in Arunachal Pradesh and requested @HMOIndia @rajnathsingh Ji to take up the case on urgent basis. The resolution on same has been passed earlier by Arunachal Pradesh assembly too. ” The Lok Sabha MP from Arunachal East Parliamentary Constituency submitted the report on Tuesday, sources informed.

The demand for a separate cadre for Arunachal in the AIS has been going for quite a long time now owing to “officers who spend a amount of time in the state and understand better in terms of administration are transferred to other locations of AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory), never to return probably which creates gaps in administrative understanding”, said Ering.

The AIS comprises the civil services of India, namely the Indian Administrative Service (IAS), the Indian Forest Service (IFS) and the Indian Police Service (IPS). One of its unique features is that members of these services are recruited by the Centre, but their services are placed under various state cadres, and they have the liability to serve both under the state and under the Centre.

Arunachal Pradesh has a joint AIS cadre system serving in the administrative services in the state along with Goa, Mizoram and other Union Territories which prompted the demand for stable administrative officers.

The state assembly had passed a resolution for a sole cadre system for the state, pressing the efforts by introducing a private member bill in 2016.
