Tibetans cannot be equated with other refugees: BJP

Itanagar, Sept 10: The Arunachal Pradesh unit of BJP on Sunday said that the issue of Tibetan refugees cannot be equated with other refugees settled in the State as it has completely different parameters.
“The State government cannot at all defend settlement of any refugees or foreigners within the territory of Aruchal Pradesh, except on the basis of a central policy based on intertiol laws that have been handed down by consecutive central governments in the past,” the party’s senior vice- president Dominic Tadar said in a statement here.
Many Tibetans came to India under the leadership of the 14th Dalai Lama after Chi occupied Tibet and they have been living in the country for 58 years now. As per a 2009 census, there are 1,10,095 Tibetan refugees settled in 45 settlement areas across India, he said. The Tibetan settlements in Aruchal Pradesh are Tenzing Gaon, Miao and Tezu.
“The Tibetan refugees issue is being coordited by the Dalai Lama’s Central Tibetan Relief Committee (CTRC) and the government of India consults with this central committee on regular basis on the problems of the refugees,” he said.
The central policy with the Tibetan refugees have been signed and extended by consecutive central governments, including the Congress government, Tadar pointed out.
“The Tibetan Rehabilitation Policy 2014, extended by rendra Modi government is nothing but a continuation of the existing policy,” he said, adding that the guidelines of the policy states that Tibetans may be allowed to undertake any economic activity.
To that extent, relevant papers, trade license, permit may be issued to them, and they may also be permitted to take up jobs in any field for which they are professiolly qualified, purely on humanitarian considerations to equip them for survival as long as they are allowed to stay in India.
“All these facilities are extended only to registration card holders as refugees certified by the CTRC,” he said.
Tadar further said that the 20-year lease agreements of land for settlement and other businesses are signed only with CTRC and not individual Tibetans. The settlements of refugees are restricted to only demarcated areas as per lease agreement with the respective state governments, which are being regulated by the Centre from time to time with CTRC.
