ITANAGAR: The Param Puttu Circle Youth Association (PPCYA) and All Arunachal Volunteers Sena (AAVS) demanded the state government to immediately inquire into the alleged illegal promotion of one contingency staff under the Department of Agriculture, Lower Subansiri district.

Addressing media persons at the press club yesterday, the AAVS President Tania June said that this case is pending from the year 2019, when the association dug out the truth through an RTI. Thereafter, the Association had made efforts to remove the appointee at district level but this was a failure.

He said the AAVS had also submitted a letter to the then Chief Secretary and also made a complaint to the Agriculture Minister Tage Taki and Education Minister Taba Tedir on the matter. Taki and Tedir are also local representatives from the district.

"Afterwards, as nothing seemed to be moving, we had submitted a complaint to SIC. However, after almost 6 months, SIC is yet to solve the matter," Tania June said, adding that the SIC had categorically said that they are not permitted by the government to investigate the case.

He reiterated that now their question is why the government is not allowing the SIC to perform an investigation on the matter despite submission of all relevant documents of illegal appointment.

June also rued that the delay in investigation and meaningless response by the SIC has caused the Association to approach the media. Therefore, he appealed to the SIC and district police to immediately investigate the case.

He further claimed that the appointment was made under the DPC committee chairman cum EAC Tame Yajum and other four board members, who are administrative officers of Lower Subansiri district.

"The board should have promoted the appointee according to the seniority basis. Surprisingly, the board promoted the staff who were in 22 serial numbers, ignoring the top staff in the seniority list," June said.

He said the staff who was promoted was appointed as a contingency peon in the year 2016 and her name was at number 22, in the seniority list. According to him the selection is biased and infringement of the right to promotion, equal opportunity for the rest 21 staff.

"It seems the appointment was done under the influence of political power. Furthermore, the education qualification of the appointee is also doubtful as the department has failed to provide her documents, when sought through RTI," June added.
