Itanagar: Governor Brig (retd) Dr BD Mishra on Tuesday called upon the legislators to work in close coordination to take the state with faster speed towards peace and prosperity.

In his customary address to the third session of the Seventh Legislative Assembly here, the governor informed that the state government has set forth its vision to bring development in the state with equitable progress for all.

He said, the government has been following the mantra of Prime Minister Narendra Modi ‘Sabka Saath, Sabka Vikas, Sabka Vishwas’, to make Arunachal Pradesh one of the best administered and governed states in the country.

“My government is seeking team spirit and working hard to achieve excellence in governance, quality education, better health services, progressive changes in agriculture & horticulture sectors, blue economy, employment generation, drinking water to all households by 2024 besides maintaining law and order through modernization of police forces,” Dr Mishra said.

He said, to reduce huge backlog in road communication infrastructure, the government is adopting a comprehensive approach with better and new technologies for roadways, railways, airways, water ways and Internet in the State.

“The government has mooted the Chief Minister Comprehensive State Road Plan 2019-24, to bring improvement in 150 km roads in the state capital, upgrade important inter-state and inter-district roads to the specification of state highway,” the governor said.

“In the rural road sector, so far, we have covered 1,099 habitations with a road length of 7,942 km under the PMGSY scheme and plan to cover 204 such unconnected habitations having a length of 3,500 km this year. As on date, we have completed 8,138.64 km length of roads under PMGSY,” he added.

The governor further informed that the Cabinet Committee on Economic Affairs has approved the expenditure of Rs 28,080 crores on pre-investment activities and various clearances for 2,880 MW Dibang Multipurpose Project.

“The project will be completed in nine years. On completion, the state government will get 12% free power, besides other industrial and commercial externalities, which will enhance state’s revenue by about Rs. 26,785 crores over the project life of forty years,” he pointed out.

Dr Mishra added that the state achieved cent per cent household electrification under Saubhagya Scheme and Deen Dayal Upadhyaya Gramin Jyoti Yojana.

In the health sector, the government has launched the ambitious Chief Minister’s Arogya Arunachal Yojana (CMAAY) which would provide health insurance cover for a family up to five lakh per year for secondary and tertiary care hospitalization which are not covered under Ayushman Bharat scheme of the Centre.

“The coverage under both, the Pradhan Mantri Jan Arogya Yojana and CMAAY has benefited around one lakh households and as on date, 2,167 patients have already availed treatment under these schemes while another 1,616 patients are presently undergoing treatment under the scheme in various hospitals and 3,783 cases have been registered for taking treatment in the empanelled hospitals of the country,” the governor said.

Dr Mishra added that the state government is planning to tie up with ‘Airbnb’, ‘Make My Trip’ and other organisations for registering home-stays, on their platform in order to promote tourism in the state besides bringing out a comprehensive tourism development policy to harness the state’s tourism potential.

“We have approved the Arunachal Pradesh State Industrial & Investment Policy under which, we will set up a single-window system to facilitate all clearances, approvals, licenses and permissions for setting up industrial ventures.

Dr Mishra said that the state government was making all efforts to operationalise Hollongi Greenfield Airport by March 2022 for which 667 acres of land has already been handed over to the Airport Authority of India (AAI) and additional 6 acres of land would be provided shortly.

“The Project will include construction of 2.5 kilometres global standard, lit, landscaped, green planted, approach road from National Highway to Hollongi Airport with provision for future expansion. For air connectivity in western part, pre-feasibility study has already been conducted by the AAI for another Greenfield Airport at Tawang,” he added.

“Our Government is seized of the environmental challenges of global warming and deteriorating ecosystems. We have launched Clean Green Arunachal Campaign wherein we will plant one crore trees in next 5 years,” the governor said.

Mishra added that in order to ensure transparency and accountability in governance, the state government had made the Lok Ayukta functional from this year and is also constituting the Arunachal Pradesh State Human Rights Commission.
