72nd foundation day of North Cachar Hills Autonomous Council (NCHAC) observed

HAFLONG: The North Cachar Hills Autonomous Council (NCHAC) celebrated its 72nd foundation day at the District Library Auditorium, Haflong with CEM Debolal Gorlosa as the chief guest on Saturday.

Announcing the launch of Kharnai scheme on the lines of Prime Minister’s Amrit Sarovar, the CEM said that the scheme would not only ease the water crisis problem but also give livelihood to many. He also announced salary hike of gaonburas (village headmen) by 100% from the earlier Rs 1500 to Rs 3000.

Delivering his speech in presence of thousands of people, CEM Debolal said that Dima Hasao had the oldest autonomous council in the nation. People had put faith on him as the Chief Executive Member and he was working for the welfare of the people of Dima Hasao. Talking about the initiatives and works undertaken by his team at the council, he expressed gratitude to the people for their cooperation during the natural disaster last year. Launching the Kharnai scheme, he said that water bodies or ponds would be created on the lines of the Prime Minister’s Amrit Sarovar. The Kharnai scheme had been especially conceptualized by the council authority to conserve water for the future. Dima Hasao being one of the most water-scarce districts ofIndia, had technical difficulties in implementation of Amrit Sarovar scheme where ponds are built on government land as per guidelines. Therefore, in close coordination with the central authority and TT Daulagupu, Prinicpal Secretary of the Council, the criteria of land was altered. Under the Kharnai scheme, water bodies are to be created on community land and donated land in this district, which is a Sixth Schedule area having its own land pattern.

As the part of the programme, waistcoats were also distributed to the gaonburas and the mouzadars. Recognition was also given to the Harangjao Block for best performance in Gunotsav 2023. A cultural programme was presented by various tribes and a Dimasa musical instrument, Ben was played by a senior citizen, Lenasing Hasnu from Mohen Dijua, Karbi Anglong. Others who attended the programme were NCHAC chairperson Ranu Langthasa, all Executive Members and all Members of the Autonomous Council, as well as other officials.
