DIBRUGARH: The 47th meeting of the Town Official Language Implementation Committee (TOLIC), Duliajan, was held on Wednesday at the field conference room of Oil India Limited (OIL), under the chairmanship of Madhurjya Barua, Executive Director (Human Resources & Field Administration), OIL. The meeting marked another milestone in fostering the effective implementation of the Official Language policy in the region.
Devanand Das, Assistant Director (Implementation), Regional Implementation Office (North-East), Guwahati, Department of Official Language, Ministry of Home Affairs, Government of India, graced the occasion as the representative from the Department of Official Language.
The meeting also saw the presence of Diganta Kumar Borah, General Manager (Public Affairs), OIL, and Diganta Deka, Senior Officer (Official Language), OIL, and Member-Secretary, TOLIC, Duliajan.
The meeting witnessed active participation from Heads of Departments, Official Language Officers, and In-Charges from various central government offices, public sector undertakings, and banks based in and around Duliajan, reflecting the collective commitment towards the promotion of Hindi.
Diganta Deka, in his capacity as Member-Secretary, TOLIC, Duliajan, conducted the proceedings and delivered a detailed presentation based on the quarterly progress reports submitted by member offices. The session included focused discussions on the challenges and opportunities in implementing the Official Language policy, culminating in resolutions and action points to strengthen ongoing efforts.
Representing the Department of Official Language, Devanand Das provided a thorough analysis of the reports, addressing key areas such as compliance with Section 3 (3) of the Official Language Act, use of Hindi in official correspondence, organization of Hindi workshops, regular conduct of TOLIC meetings, and the Annual Programme 2025–26. He also shared valuable suggestions to enhance the effectiveness of Official Language implementation across member offices.
In his address, Madhurjya Barua expressed appreciation for the active engagement of member offices and encouraged them to maintain the momentum. He underscored the importance of collaborative efforts in promoting the Official Language and reaffirmed OIL’s and TOLIC’s commitment to advancing the objectives of the Official Language policy. Barua urged all stakeholders to sincerely implement the recommendations and action points arising from the meeting.
The programme concluded with a formal vote of thanks delivered by Diganta Kumar Borah, General Manager (Public Affairs), OIL, acknowledging the contributions of all participants in making the meeting a success.
