GUWAHATI: The Assam Cabinet has approved the establishment of two private universities—EdTech Skills University and Maa Kamakhya National University—to strengthen higher education and skill development in the state. The institutions will focus on industry-based education and research opportunities.
The Cabinet has amended the Assam Private Universities Act, 2007, to better regulate private universities. Now, private universities must get security clearance before getting approval. The changes also set clear rules to separate private universities from specialized institutions, making sure they follow the state's education guidelines.
In a bid to promote the electronics sector, the Cabinet introduced the Assam Electronics System Design & Manufacturing (ESDM) Policy to attract investments and enhance local manufacturing capabilities.
To help unemployed graduate and diploma engineers, the Cabinet has relaxed the rules for bidding on government projects. Bidders need to have a net worth of 35% of the project value mentioned in the tender notice. If they don't meet this individually, they can form a Special Joint Venture (SJV) with others. They will also get access to important construction equipment and technical support.
Additionally, the Cabinet approved the inclusion of Engineered Bamboo Composite Materials in the Schedule of Rates (SOR) under PWD (Building & National Highways). It is now mandatory to use at least 5% bamboo-based materials in new public buildings to promote eco-friendly infrastructure and support Assam's bamboo industry.
