Assam Cabinet Approves Major Infrastructure and Development Projects

The Assam Cabinet, led by Chief Minister Himanta Biswa Sarma, has approved several key projects and reforms to enhance infrastructure, agriculture, power utilities, and rural development in the state.

GUWAHATI: Assam Chief Minister Himanta Biswa Sarma chaired a cabinet meeting on December 19, where a series of transformative projects and reforms were approved to boost infrastructure, agriculture, and power utilities in Assam.

The Cabinet has approved an equity investment of Rs. 1,272 crore for a joint venture to set up the Namrup-IV unit of Brahmaputra Valley Fertilizer Corporation Ltd (BVFCL).

BVFCL, a central public sector undertaking involved in gas-based urea production in Namrup, Dibrugarh, will enhance its operations to meet contemporary agricultural needs. Assam’s 40% equity stake in the project highlights the government's dedication to bolstering fertilizer production in the region.

In accordance with Indian Government Accounting Standard (IGAS) – 4, the Cabinet has approved the conversion of government loans and grants to three major state power utilities—Assam Power Distribution Company Ltd. (APDCL), Assam Electricity Grid Corporation Ltd. (AEGCL), and Assam Power Generation Corporation Ltd. (APGCL)—into equity. The conversion amounts include Rs. 397.39 crore for APDCL, Rs. 19.89 crore for AEGCL, and Rs. 520.38 crore for APGCL.

The Cabinet has approved the acquisition of Patta land for the development of a state-of-the-art Judicial Township at Rangmahal, North Guwahati. The township will include advanced judicial infrastructure, residential facilities, essential amenities, and security measures to support the effective functioning of the judiciary.

A budget of Rs. 81 crore has been allocated for the construction of 14 rural road projects across six districts of Assam. This initiative is aimed at improving access to remote areas, enhancing connectivity, and boosting local economies.

The Cabinet also approved changes to the notified list of villages under the Sonowal Kachari Autonomous Council. The updated list will incorporate the term “Sonowal part” in certain notified villages.

Under Mission Basundhara 3.0, the Cabinet simplified the application process for land allotment or settlement for educational, religious, and cultural institutions. While the initial submission of documents such as registration certificates or trust deeds is waived, proof of registration will be required before finalizing the allotments.
