GUWAHATI: Following consultation with 26 departments, the State Government on Thursday launched the draft Assam State Disaster Management Plan (ASDMP) 2022.

The draft plan has been prepared by the Assam State Disaster Management Authority (ASDMA) and it was officially released by Revenue and Disaster Management Minister Jogen Mohan in the presence of senior departmental officials.

The draft plan has been uploaded on the ASDMA website (www.asdma.assam.gov.in) so that people may offer their suggestions or comments regarding the draft plan. Such suggestions and comments will have to be emailed to asdmaghy@gmail.com

Addressing the media, the Minister said that the Government desires the people's participation in the process because the last such plan was formulated in 2014 and will be amended. Useful suggestions will be incorporated in the final ASDMP 2022.

According to Mohan, the five broad objectives of ASDMP 2022 are improving the understanding of disaster risks, hazards, and vulnerabilities; strengthening disaster risk governance at all levels from local to the state level; investing in disaster risk reduction for resilience; enhancing disaster preparedness for effective response; and promoting 'Build Back Better' in recovery, rehabilitation and reconstruction.

The draft plan provides a framework and guidance to the State Government agencies and other stakeholders for managing disasters in accordance with the national and State-level plans and priorities within the larger context of India's global commitments and emerging State-level challenges.

The draft plan has seen revision of the earlier plan with reference to the Disaster Management Act 2005; National Policy on Disaster Management (NPDM-2009); Prime Minister's 10-Point Agenda for Disaster Risk Reduction, 2016; National Disaster Management Plan (NDMP), 2019; Assam State Disaster Management Policy-2010; Assam State Disaster Management Manual, 2015; Assam State Action Plan on Climate Change (SAPCC) (2015-2030); and Assam Agenda 2030 (SDGs). This draft plan largely follows the National Disaster Management Plan (NDMP-2019) format and template, with some modifications for adapting it to the State-level requirements.

The ASDMP 2022 comprises of two volumes - Volume I is a 'Perspective Plan 'which lays down the guiding principles, approach and strategy considering the DRR context, issues, challenges of Assam; while Volume II is a 'Strategic Action Plan which comprises of 3 chapters emphasizing the implementation aspect of the plan.
