
GUWAHATI: The Assam government has taken significant steps to bolster higher education by introducing Bills aimed at establishing three new universities and amending the governing Acts of eight existing institutions. Education Minister Ranoj Pegu presented these Bills in the Assembly, which include amendments to the Assam Private Universities Act, 2007, and the Srimanta Sankardeva University of Health Sciences Act, 2007.
Among the proposed new institutions is the EdTech Skills University Bill, 2025, which seeks to create a private university dedicated to advancing learning, assessment, and research in accordance with the New Education Policy. This university will be sponsored by the World Education Mission and located in Tinsukia.
Additionally, the minister introduced the 'Swami Vivekanand University Bill, 2025' and the 'Maa Kamakhya University Bill, 2025.' The Swami Vivekanand University, backed by the Social Action and Research Foundation, will have its main campus in Odlaguri, Chirang district, while the Maa Kamakhya University, sponsored by the Gabeshona Eduversity Foundation, will be situated in Sipajhar.
The 'Assam Private Universities (Amendment) Bill, 2025' has been proposed to limit universities from venturing into activities of converting the students and employees. It also prevents new technical and medical courses from being introduced after April 1, 2025, without prior security clearance by the state government.
Furthermore, the 'Srimanta Sankardeva University of Health Sciences (Amendment) Bill, 2025' seeks to ensure that affiliated institutes do not threaten national security and adhere to secular principles. The minister also introduced amendments for eight other universities, stipulating that the first vice-chancellor of these institutions will be appointed by the state government.
