GUWAHATI: Assam Governor Prof Jagdish Mukhi has re-constituted a committee to examine the report of the inquiry committee headed by retired Justice Biplap Kumar Sharma regarding the Recruitment Scam 2013 in Assam Public Service Commission (APSC).

A notice to that effect was issued on September 13, according to available information.

The re- constituted committee comprises Chief Secretary of Assam IAS Paban Kumar Borthakur as Chairman, Additional Chief Secretary of Department of Food, Civil Supplies & Consumer Affairs (FCS and CA), Hill Areas department secretary BR Samal, IAS and Director General of Police Bhaskar Jyoti Mahanta, IPS as members, Principal Secretary of Personnel department Niraj Verma, IAS as member convenor and with Additional Advocate General Nalin Kohli for assistance to the committee on legal matters.

"In suspension of earlier notification No. HMA-19011/46/2018-Political (A)/291, dated 20th May, 2022 the Governor of Assam is pleased to re-constitute a Committee with the following members to examine the report of the Justice (retd.) B K Sharma Commission of Inquiry with regards to malpractices in conduct of CCE, 2013, by Assam Public Service Commission and suggest actions to be taken in this regard," the notice reads.

The committee has been asked to determine whether the entire results of the 2013 civil services examination needs to be scrapped or whether the candidates, following basic principles of natural justice, will be entitled to notice and consequential hearings.

It will also examine whether the action will be uniform or graded depending on the nature of irregularity.

Other stakeholders like retired or serving civil servants, etc., are likely to be consulted by the committee to arrive at a conclusion.

A deadline of three months, from the date of issue of the notification, has been given to the new committee to submit the report.

Recently, the former Principal Controller of Examinations (PCE) of APSC, Babul Saharia, ACS was served a notice by the committee probing the massive recruitment scam case. Saharia had been in-charge of the main exams, as well as the declaration of results in 2014.

The notice followed a similar one served to the present Chairman of APSC Bharat Bhushan Dev Choudhury some time back.
