Assam Police Warn Organizers to Withdraw May 23 Duliajan Bandh Over Law and Order Concerns

DIBRUGARH: In a move to maintain peace and order, Duliajan Police Station has issued formal notices to the organizers of the 12-hour Duliajan Bandh called for May 23, 2025, beginning at 5 AM, urging them to withdraw the programme. Concerns over potential disruption and security breaches are being raised due to the bandh, which is allegedly led by a group under the leadership of an individual whose identity has not been officially disclosed.

There is a strong likelihood that the bandh may disturb public order and even result in breaches of law and security, as per the notice. Citing judgments from the Hon’ble Supreme Court of India, the Kerala High Court, and the Gauhati High Court—specifically WP(C) No. 7570/2013 dated March 19, 2019—the authorities have reminded the organizers that bandh and blockade programmes have been declared illegal and unconstitutional.

Officials have warned that failure to withdraw the bandh could result in legal consequences for the organizers and their associates under various provisions, including the Prevention of Damage to Public Property Act, 1984, and the Bharatiya Nyaya Sanhita (BNS), 2023. They further added that in the event of any damage to public or private property or injury to any citizen during the protest, the total cost of damages would be recovered from the individuals responsible.
