SILCHAR: Barak Upatakya Bang Sahitya Sanskriti Sammelan (BUBSSS) has taken exception to the decision of the Director of Higher Education, Assam, for excluding diploma in the Bengali language in its advertisement of September 11 for appointment for the posts of graduate teachers, science and arts, in the provincialised high and higher secondary schools. In its memorandum submitted to the Director of Higher Education on September 12, Gautam Prasad Dutta, general secretary, Banga Sahitya, has pointed out that clause 4 of the advertisement detailing the minimum educational qualification for the posts of TET teachers omits totally the duly approved and recognised diploma in Bengali language certificate course offered by BUBSSS.

This has generated resentment, frustration and agony among TET qualified candidates in the state who have pursued one year diploma course to attain eligibility as a candidate for the posts. Gautam Prasad Dutta says the State Government has recognised diploma certificate in Bengali language issued by the Banga Sahitya wide the Governor's Notification of June 1, 2017. He also refers to the advertisement for special TET teachers dated September 11, 2019 where Diploma in Bengali certificate course has been included as eligible criteria.

The general secretary quotes the advertisement which reads, "The candidates must have passed HSLC or equivalent examination with Bengali language as one of the subjects or having diploma in Bengali language issued by BUBSSS." Further, the Assam Secondary Education Rules 2018 as published in Assam Gazette categorically recognises the Diploma Course in Bengali of Banga Sahitya as a valid qualification for applying for the post. The Distant Education Centre of Banga Sahitya approved by the State Government in 2017 has conferred certificates on 130 candidates during its academic sessions of 2018-19 and 2019-20. BUBSSS strongly pleads with the Director of Secondary Education to revise and modify its decision for inclusion of Bengali language so that there is no ground for discrimination towards a particular linguistic group.
