Guwahati: A daily wage worker from Assam's Baksa area, whose mother is battling a case to demonstrate her Indian citizenship, finished his life by committing suicide on September 9. 37-year-old Binoy Chand, overburdened with the budgetary weights emerging out of seeking after his mom Shanti Chand's case at Foreigners' Tribunal (FT), killed himself.

According to media reports, Binoy's body was discovered dangling from a tree at his home in Dimlarpar town, around 85 km from Guwahati. Binoy, the youngest of his siblings lived with his mom, Shanti who was named a "Suspicious" or "D-Voter" in Assam's discretionary rolls. A man with constrained means, Binoy had supposedly spent all his cash in his journey to free his mother from the hazardous "D-Voter" tag.

According to the media reports, his mom had lost the case in the court. In any case, to encourage his mom, Binoy needed to take the case to the high court. An absence of accounts had left the man devastated. He had become a fother only 20 days back.

Allegedly, there are 100 FTs in Assam. These are semi-legal bodies which are intended to choose if a man is a non-native or not under the Foreigner's Act of 1946. In the interim, the procedure of "D voter" started in 1997 upon the Election Commissions guidelines. As indicated by the media reports, there are an expected 1.25 lakh "D" voters in the state, who are additionally prohibited from Assam's draft last National Registration of Citizenship (NRC) till the FTs clear their names.

The police told the media that Shanti Chand's case was first enrolled at an FT in Nalbari locale in 2009 yet exchanged to a FT in Baksa in 2016. In March 2018, she got a notice for an appearance from the FT. Purportedly, she holds an "exile enlistment testament" from 1964 and keeping in mind that the case has contended, the decision is as yet anticipated.
