MANGALDAI: In a new twist to the sensational rape and murder of a minor domestic maid at Dhula in the Darrang district, Darrang district administration on Tuesday hung a notice on the wall of the rented house of the absconding Circle Officer (Attached) of Dalgaon Revenue Circle, Ashirbad Hazarika with an instruction to make his appearance before the Investigating Officer of Dhula PS Case number 114/2022 under section 376/ 302 of Indian Penal Code read with section 10 of POCSO Act read with section 14 of Child Labour (Prohibition and Regulation )Act 1986 added with section 120(B)/2018/ 201 of Indian Penal Code.
In the notice signed by Deputy Commissioner of Darrang, Pranab Kumar Sarma vide number DPF/4/2022/9 dated November 8, the absconding Circle Officer (A) Ashirbad Hazarika has been asked to appear before the Investigating Officer by 11 am of November 9 and also warned him of disciplinary action on insubordination to higher authority for his failure to appear before the Investigating Officer. His application for casual leave has also been refused as he has no casual leave left in his account. However, the erring Circle Officer (Attached) Ashirbad Hazarika- an officer of Assam Land & Revenue Service of 2019 batch -has not appeared before the Investigating Officer within the stipulated period. His rented house at Ward No 10 (Bhebarghat) here has been found under lock and key since the last four days, thereby availing unauthorized leave.
On being contacted Darrang Deputy Commissioner Pranab Kumar Sarma informed The Sentinel on Wednesday afternoon that the failure of the Circle Officer (Attached) would be informed to the government for initiating disciplinary action.
A serious allegation has been levelled against the absconding Circle Officer (Attached) Ashirbad for conducting inquest on the body of the victim minor girl without visiting the spot or the body and for terming the cause of death as a suicide case in his inquest report.
As per instruction of the Chief Minister Himanta Biswa Sarma, the sensational rape and murder case of the minor girl was handed over to the CID who already have arrested the then Officer in-charge of Dhula Police Station, Sub Inspector Utpal Borah, three doctors of Mangaldai Civil Hospital, namely Dr Ajanta Bordoloi, Dr Arun Chandra Deka and Dr Anupam Sarma for submission of fabricated post-mortem examination report terming the case as suicide, and the recent arrest was of the then Additional Superintendent of Police under suspension, Rupam Phukan. The team of CID is looking to arrest the then Superintendent of Police of Darrang under suspension Raj Mohan Ray and the absconding Circle Officer (Attached) of Dalgaon Revenue Circle Ashirbad Hazarika.
