Gross Anomalies And Irregularities Exposed In Mangaldai Irrigation Division

MANGALDAI: Gross irregularities, including promotion of Grade IV employees in violation to the service rules and irregularities in proper maintenance of the service book of the employees, have allegedly gripped the office of the Executive Engineer of Mangaldai Irrigation Division. Significantly, the present Executive Engineer of Mangaldai Irrigation Division, Mrinal Moni Bhattacharyya, who unearthed these anomalies, has been made target by a section of employees.

In 2017, allegedly 13 Grade IV employees were promoted in violation of the service rule and a senior employee, while keeping the then Executive Engineer in the dark and with illegal monetary transactions, made arrangements for the promotion of these employees. On the other hand, all the employees who were illegally promoted were appointed in personal posts and as per rule; they are not entitled for promotion. As the matter was brought to the notice of the Chief Engineer of Irrigation department, the Chief Engineer vide letter number CEI (E) 17/2013/124 dated 24. 10.2017 had instructed the Executive Engineer of Mangaldai Irrigation Division to cancel these illegal promotions, but the senior employee concerned did not bring the letter to the notice of the Executive Engineer and rather hide it. On the other hand, the erring senior employee also reportedly misled the Executive Engineer only to pay the monthly salary to the employees who already were superannuated from service.

Executive Engineer Mrinal Moni Bhattacharyya immediately after taking over charge here, detected the anomalies and irregularities and reported the matter to the Chief Engineer and the Superintending Engineer. Accordingly, the Superintending Engineer of Mangaldai Irrigation Circle vide a letter number MCI/Estt 3/2018-19/196/A dated 26.09.2018, passed an order to curtail the power of the erring senior employee and also entrusted another employee to look after all the official works.

The aggrieved erring senior employee, with the cooperation of an official of the Mangaldai Irrigation Division, reportedly hatched a deep-rooted conspiracy to malign the image of the Executive Engineer in the public eye and compelled an employee of the office to lodge a complaint at Mangaldai Police Station with a false and fabricated allegation of outraging the modesty of a female employee. But the Officer in-charge of Mangaldai Police Station during the investigation found the allegation to be fabricated and false and the complainant also recorded her statement before the court. The court of the Chief Judicial Magistrate, Darrang few days back, on the basis of the consent of the complainant to accept the final report submitted by the police, disposed off the case, thereby acquitting the Executive Engineer from the fabricated charges.

Significantly, the Irrigation department even after these reported gross irregularities and violation of government rules at the behest of a certain senior employee, is maintaining an indifferent attitude towards the erring employee.
