GUWAHATI: In a significant development regarding the suspicious death of Sub-Inspector Junmoni Rabha, Assam Chief Minister Himanta Biswa Sarma has instructed Assam Director General of Police (DGP) GP Singh to visit the Central Bureau of Investigation (CBI) office in New Delhi on Monday. The purpose of the visit is to discuss the possibility of the premier investigating agency taking over the investigation into SI Junmoni Rabha's death from the CID Assam.

Assam DGP GP Singh, speaking to the media, stated, "On the instructions of Chief Minister Himanta Biswa Sarma, I will be visiting the CBI office on Monday. We will hold discussions with top CBI officials in New Delhi. Hopefully, after the deliberations, SI Junmoni Rabha's death case will be transferred to the CBI."

It is important to note that the CBI can only take up the investigation of offenses in Union Territories on its own. However, for the agency to investigate a crime in a state, the Central Government requires the consent of the concerned State Government. Additionally, the Supreme Court and High Courts can also order the CBI to investigate a crime anywhere in the country without the consent of the State.

Previously, on May 20, Assam DGP GP Singh officially recommended the transfer of investigations into all four cases registered in Nagaon and Lakhimpur districts of Assam to the Central Bureau of Investigation. This recommendation came after reviewing all aspects of the cases and engaging in discussions with CID Assam and senior police officers at the Assam Police Headquarters.

Furthermore, after consulting with Chief Minister Himanta Biswa Sarma, the Assam Police decided to transfer all the police officers associated with the aforementioned districts. DGP GP Singh clarified during a press conference in Guwahati, "I want to emphasize that my decision to transfer the investigation to the CBI is based on two factors. Firstly, the public sentiment, their desires, and demands to transfer the cases to the CBI, and secondly, the loss of our own officer's life. It is appropriate that the case be investigated by a neutral agency. However, I would also like to state that my decision does not question the professional capability of CID Assam. I hold CID Assam in high regard for the competence they have displayed over the years, and all cases entrusted to them have been investigated and concluded successfully. Nevertheless, I reiterate that I have recommended transferring the cases to the CBI in response to public sentiment and to ensure neutrality."

The top cop further informed that the Assam Police has proposed the transfer of all four cases, including the one investigated by SI Rabha (Nagaon PS case vide no. 443/23), to the CBI. This particular case was registered on May 5, 2023.

In summary, Assam Chief Minister Himanta Biswa Sarma has directed the Assam DGP to visit the CBI office to discuss the possibility of the agency taking over the investigation into SI Junmoni Rabha's death. The decision to transfer the cases to the CBI was made considering public sentiment and the need for a neutral agency, although it does not question the capabilities of CID Assam. The Assam Police has recommended the transfer of all four cases, including the one handled by SI Rabha, to the CBI.
