HAFLONG: Chief Executive Member of North Cachar Hills Autonomous Debolal Gorlosa, who is also in-charge of Finance Affairs of the Council, presented detailed budget estimates and expenditure for the financial year 2022-23 at the Council Assembly Hall, Haflong.
This is the 11th (240th) Budget Session of the 12th N C Hills Autonomous Council called by the chairperson of the Council. He informed the house that the Assam Government will henceforth transfer the entitlements grants under single Head of Accounts to the North Cachar Hills Autonomous Council. With this, the State Government has enhanced discretionary power of Chief Executive Member of the councils of the sixth schedule areas of Assam.
The proposed estimate of revenue receipt from council and government grants is Rs. 80. 89 96 crore, that includes Rs. 19.80 crore of the proposed estimate of the receipt from the State Government as grant-in-aid for the council to meet the shortfall of the salary of council normal sector. Total proposed expenditure amount is Rs. 181.3586 crore. Thus, the budget closing deficit will stand to the tune of Rs. 100.4590 crore.
The estimated grant wise expenditure from the receipt amount is Rs. 1002.54 crore, of which Rs. 193.78 crore is SOPD allotment. CEM Debolal Gorlosa informed that augmentation of own revenue by exploring all the sources of revenue such as taxation, revenue and forest department royalty from coal and lime stone will help increase the council revenue this year. The Lower Kopili Hydro Electric Project is expected completion at the cost of Rs. 2127 crore, Rs. 10 crore for Science block in Haflong Government College, Rs. 11 crore for greater Haflong Water Supply scheme, Rs. 50 crore for development of tourist destination for Haflong and Umrangso. The payment of compensation for the Assam Mala project from Haflong Tiniali to Jatinga has been released.
He further informed that the Government of Assam has created a Head of Account for salary of Class-I and II officers of the council as per the decision of the cabinet meeting held in January last. Amount of Rs. 30 lakh is budgeted under the General Administrative department to provide meals at a nominal rate to those belonging to BPL families from far-off villages of Dima Hasao during their visit to headquarter for medical purpose or necessary official purpose in the council.
The Budget was accepted after a threadbare and healthy discussion at the house and thus passed as declared by the chairperson, Ranu Langthasa after which she adjourned sine die and concluded.
