NELECC Shoots off Memo to PM Narendra Modi on CAB

SILCHAR: The North East Linguistic and Ethnic Coordination Committee (NELECC) in a memorandum sent to Prime Minister Narendra Modi on Saturday gave a slew of suggestions to him for incorporating them in the CAB 2016 likely to be moved by the government in the coming Winter Session of Parliament.

The memorandum stated that the deadline of December 31, 2014 set in the Bill to give shelter and protection to the persecuted minorities from Bangladesh and Pakistan be done away with. These persecuted minorities, Hindus, Sikhs, Jains, Parsis and Christians, victims of civil disturbances should not be asked to produce any documents to establish their credentials, the letter stated.

"They sought protection in India to save their life and dignity. Their documents and papers were lost or they deserted their hearths and homes in extremely difficult situation. There should be provision for self declaration. Those sent to detention camps wrongfully on grounds of mistaken identity be released immediately and persons responsible for these inhuman acts have to be held responsible and subjected to punitive measures as per law of the land," the memorandum stated.

The Prime Minister has also been urged to ensure the implementation of dual notifications of September 7, 2015 uniformly in all the States concerned. Unfortunately, these have not been implemented in Assam despite a relevant judgement of Gauhati High Court directing a 'D' voter contestant to seek protection under Notifications of 2015.

The NELECC has at the same time drawn the attention of the Prime Minister to yet another disturbing fact of illegally detained persons who are denied basic human needs in the absence of any manual or standard operating manual. These details of the memorandum have been shared with media persons at a press meet here today by NELECC executive body members who include Bibek Podder, Kankan Sikider, Santanu Naik, Ashit Dutta, Ratnangkoor Bhattacharjee and Joydeep Dutta.
