Promod Boro accuses Hagrama Mohilary of concealing undeclared assets

KOKRAJHAR: With just two days left for the second phase of BTC general election, the president of United People's Party Liberal (UPPL), Promod Boro on Tuesday charged Bodoland People's Front (BPF) supremo Hagrama Mohilary of concealing undeclared assets and discrepancies. The party candidate of Debargaon constituency, Budhadave Mashahary on Monday filed complaint against Mohilary's undeclared assets worth crores of rupees to the Returning Officer.

In a press meet held at the UPPL central election office here, UPPL president Promod Boro alleged that BPF chief Hagrama Mohilary had undeclared assets worth more than Rs 190 crore. He said that by siphoning off huge amounts of public welfare funds and promoting corruption of the highest order, Mohilary had deprived the people of BTR of long-lasting peace and all-round development.

"An abnormally large discrepancy has been found between the value of assets declared by him in his candidate affidavit and the actual value of his assets. While he claims to have assets amounting to a little more than Rs 86 crore, his value of undisclosed assets far outweighs that of his assets disclosed. Among the properties that Mohilary hasn't declared include Hotel Gaurang Valley, Kokrajhar; Champa Bitumin Hot Mixture plant, Samthaibari, Chirang; Gaurang Stone Crusher at Samthaibari, Chirang; MRM Hospital, Kokrajhar; two petrol pumps; 300 bigha pond in Champa and a few others," he said, adding that Mohilary's undisclosed commercial property, including apartments, hotels and complexes in Delhi, Mumbai, Chennai, Kolkata and Guwahati, could be worth Rs. 73.46 crore. He also cited many bank accounts under Mohilary's wife's name.

Boro said that the way Hagrama Mohilary had deceived, betrayed, and cheated the people of BTC for the past 17 years was no longer a secret. He said that recently, a PIL had been filed by advocate Narapati Brahma of Kokrajhar and social worker Ranjan Kumar Baruah of Dispur against the BTC headed by its Chief Executive Member and BPF chief Hagrama Mohilary, in Gauhati High Court on charges of corruption and mismanagement in BTC.

"A complaint has been filed with the Election Commission on December 7, 2020. The PIL has been filed against the respondents in matters of illegal, unchecked and rampant corruption by which funds were embezzled in all the departments such as Panchayat and Rural Development, Welfare of Plain Tribes and Backward Classes, Sports, Agriculture, Textile and Handloom, Information and Public Relation, Transport, Education, Social Welfare and Fishery by the Executive Members of Bodoland Territorial Council (BTC), officials, suppliers and contractors. The PIL mentions that since the last 15 years, more particularly from the year 2010, an unchecked and rampant corruption is taking place within the four districts of the Bodoland Territorial Council (BTC) i.e. Kokrjahhar, Udalguri, Baksa and Chirang," he said.

The UPPL president said that the PIL mentioned 457 crore fraudulent job cards in the last two-and-half years. Furthermore, allegations of a scam of Rs 1,500 crore were made against Hagrama Mohilary's regime in distribution of food and other essential supplies to the public, he said adding that the PIL mentioned corruption charges amounting to Rs. 30 crore in a scheme related to water supply in the region.

Boro said that Hagrama Mohilary, a person belonging to Scheduled Tribe, was the chairman of the Scheduled Caste Board in BTC. "Isn't he doing grave injustice to the people belonging to the Scheduled Caste this way? How can he possibly empathize with the social and economic hardships being faced by those people? Isn't this a clear example of gross misuse of power?" he said. Boro said that Mohilary must be held accountable for such misdeeds. He also alleged that Mohilary had deceived the State Government and Election Commission by submitting false details about his assets.
