KOKRAJHAR: The president of the United People's Party, Liberal (UPPL) Promod Boro on Saturday released the election vision document of the party at office of youth wing, UPPL in Kokrajhar.

Talking to media persons after releasing the vision document Boro said their prime agenda was adopting a holistic implementation of each and every clause of Bodoland Territorial Region (BTR) accord within 2025. He said the UPPL will ensure 100 per cent rehabilitation of all the surrendered members of the National Democratic Front of Bodoland (NDFB) as per clause 9 and 10 of BTR Accord.

"Connecting all the Village Council through Digital Network for smooth e-governance for ensuring transparent and accountable government, e-governance in BTR through Bodoland Digital Mission will be given emphasized", he said adding-they will formulate an effective BTR revenue policy to generate at least Rs. 1,000,0000 (Rupees One Crore) internal revenue from different sources. He also assured implementation of 100% reservation and Roster system of Central and State government in all the departments i.e. recruitment and admission in BTR for all.

Boro said there will be open full-fledged treasury office in all districts and sub-divisional headquarters in the BTR within six months of forming the council government. He said in order to provide a supportive role to the council government, a Bodoland Innovation and Transformation Agency (BITA) will be instituted comprising persons of imminence in different fields and headed by the Chief Executive Member of BTR. "Setting up a District Development Authority (DDA) under the stewardship of the Deputy Commissioner of all the districts in BTR to plan, implement, monitor and evaluate the developmental programmes on time bound, transparent and accountable manner, promoting grassroots democracy by setting up Village Council in all the revenue villages with grassroots judiciary and taxation power, hold free and fair elections by 2022 thereby replacing

the present VCDC system will be their significant agendas", he said adding that lobby with the State and Central governments to withdraw criminal cases against the members of National Democratic Front of Bodoland and other Bodoland movement activists and establishing a corruption-free government in BTR would be their major challenges.

To ensure proper information of the BTC budget, developmental fund distribution, schemes, rules, acts, agendas, list of PMAY, job card, old age pension, SHG etc. each of the copy will be sent to Village Gaonbura and Village

Council office in BTR and ensuring online application, tracking and grievances redressal mechanisms of all the schemes formulated by BTR, schemes sponsored by State and Central Government, the UPPL will take prompt initiative, he said adding that they will digitize all the Village Council, Block Development Office and District Development Authority to promote.
