Workshop on Tribal Development, Plan of Action Held in Haflong

Haflong: A workshop on a tribal development plan and tribal action plan was organized jointly by the North Cachar Hills Autonomous Council (NCHAC) and Assam Rural Infrastructure and Agricultural Services (ARIAS) Society at Haflong Circuit House on Thursday.

The day-long workshop was conducted by Fakharuddin Ahmed, senior advisor, Assam Citizen-Centric Service Delivery Project (ACCSDP), Dilip Rabha, Monitoring and Evaluation Specialist, ACCSDP and Hungkeukam Nriame, secretary to North Cachar Hills Autonomous Council. Rupak Kumar Majumdar, Principal Secretary, NCHAC, and Deputy Commissioner Amitabh Rajkhowa were also present in the workshop.

In Dima Hasao, seven services under two departments - Revenue and Settlement department and Health and Family Welfare department - are notified under Assam Right to Public Service (ARTPS) Act, 2012. As of now, the services under Revenue and Settlement department include permanent residential certificate (PRC), jamabandi copy and NOC for immovable properties. Services under the Health and Family Welfare department include birth certificate, death certificate, delayed registration of birth and death. All these are implemented in both rural and urban areas in the district

The Government of Assam through ARIAS Society has taken up a World Bank financed project titled Assam Citizen-Centric Service Delivery Project (ACCSDP) in order to improvize the service delivery system in Assam, including Dima Hasao.

In this regard, to strengthen service delivery access, the Government of Assam enacted the Assam Right to Public Service (ARTPS) Act, 2012 so as to ensure citizen’s access to public services in a timely, efficient and accountable manner. The Act helps the citizens to get the notified public service within the stipulated time frame, thus fixing responsibilities on the public servants to complete these services within time. As a part of this initiative, in order to minimize the gap of development in tribal areas such as Dima Hasao, Karbi Anglong and BTC, the Tribal Development Plan (TDP) and Tribal Action Plan (TAP) have been introduced with an aim to critically analyze from a tribal perspective, systems and procedures that are being implemented.

More services are planned to be included in a phased manner during the project period under various departments such as land revenue, taxation (finance), town committee, transportation, animal husbandry and veterinary, market department and cooperative.
