Zonal-level training programme on child rights held in Tezpur

TEZPUR: In view of building the capacity of school teachers, school administrators and welfare police officers, a day-long zonal-level training programme for teachers and child welfare police officers was organized by the Assam State Commission for Protection of Child Rights on February 15 at the auditorium of the district library, Tezpur. The aim of the training programme is to aware them to the FYI Act 2009, JJ Act 1989, POCSO Act, 2012 in an elaborate way. The inaugural session was began with the lighting of the lamp by the Deputy Commissioner of Sonitpur, Bhupesh Chandra Das in the presence of Dr. Pilu Hazarika and Rupa Hazarika, members of ASCPCR, Rajib Dutta, Trustee, International Forum of the Northeast, teachers from various schools, child welfare police officers of Sonitpur district and other dignitaries. The programme was moderated by Dibbyajyoti Sarma, Legal Consultant, ASCPCR.

Deputy Commissioner Bhupesh Chandra Das in his speech said that the crime against children is one of the most pressing issues in the society. Crime against children has been rising at an alarming rate. Teachers play a very important role in imparting quality education to children and at the same time they are also responsible for all-around development of children, including their safety and protection in the school. They can help in preventing the future abusive behaviour in the children by inculcating in them the right attitude and ensuring their access to the correct information, particularly around gender, health and myths that are associated with the abuse.

The first technical session on Juvenile Justice (Care and Protection of Children) Act 2015 and the Protection of Children From Sexual offences Act, 2012 was presented by Dr. Pilu Hazarika, member of ASCPCR. The second technical session on Right to Education Act, 2009 with special reference to corporal punishment was delivered by Rajib Dutta, Trustee, Intellectual Forum of North East. The third technical session on role of police in protection of child rights was presented by Indrani Baruah, Deputy Inspector General of Police, CID, who explained to the participants about the legal safeguards for prevention of child abuse with special reference to JJ Act and POSO Act and implementation of legal provisions related to child protection and roles and responsibilities of the police. The members from DCPU unit also shared their experience related to the works of child protection and resource persons also answered the queries of the participants related to the subject matter.
