Barak Banga to approach  SC on NRC update issue

Silchar, June 9: Barak Upatyaka Banga Sahitya O Sanskriti Sammelan (BUBSOSS), Cachar district committee, is apprehending that names of lakhs of people will be eliminated from the final draft of the National Register of Citizens (NRC) which is to be published on June 30. Addressing media-persons at a press-meet held at Banga Bhawan of this town recently, Sanjib Deb Laskar said, “We are in the horns of dilemma. Two notifications have been issued to all the Deputy Commissioners of Assam by Prateek Hajela, NRC State Coordinator, on May 1 and 2. The state government has violated the Supreme Court ruling over the NRC update process.” It was decided that BUBSOSS would approach the Supreme Court this month itself. “The communiqués which is being passed to us and the deployment of Army and security personnel suggests that something inevitable is going to happen. These circulars are a means to drop names of a huge number of people from the list,” Sanjib Deb Laskar sqaid. Senior advocate Imad Uddin Bulbul explained each and every aspect of the two notifications. The notices state that affidavits, gaonburah (village head) certificates, private school or college certificates, birth certificates submitted which have been issued by authorities other than health department will be considered legally inadmissible. Likewise, GP/LM/CO certificates submitted by males and unmarried women will not be considered legally admissible at all for NRC purposes.

“In all such cases, the LRCR, as stated in the first notification, may record ‘NO’ as LRCR decision with LRCR remarks as ‘List B NLA/No Doc’. It implies that an LRCR has been assigned more power than anything else. Is a government official, an IAS officer, above the law, the Supreme Court and the Constitution of India? Provision for affidavits has been laid in Indian Oaths Act. Affidavits are a must now. So, in the pretext of dropping out large number of names, Hajela has issued such a notification which considers affidavits as null and void. During NRC verification, affidavits were sent to the notaries for verification. Then the office of the state coordinator declares such verified affidavits as null and void,” Imad Uddin added to say.

“The office states that affidavits issued by ADCs would only be taken into consideration. He has also stated that extra caution be taken in case of immunization record, refugee registration certificate or citizenship certificate and ration card, records related to electoral rolls of 1951 NRC to the midnight of March 24, 1971. The second notice directs to exclude the names of siblings of a person who gets detected as an illegal citizen. This is pathetic and sickening on his part to issue such notifications,” said Imad Uddin. Among others present at the press-meet included Taimur Raja Choudhury and Dr Sourindra Kumar Bhattacharjee.
