IMPHAL: Over the past five years, the Manipur government has collected ₹13.3 crore in state revenue through the Inner Line Permit (ILP) system, according to official records. This amount was generated from the issuance of more than 9.7 lakh permits to individuals entering the state between January 1, 2020, and December 9, 2024.

The ILP was introduced in Manipur from January 1, 2020, to seek official permission of visitation by the citizens from outside the state of India. This made Manipur the fourth state to initiate the system after the rest of Arunachal Pradesh, Nagaland, and Mizoram. These permits are delivered, whether online or offline, through various ILP offices assigned at gates like Jiribam and Mao, bordering Assam and Nagaland, respectively.

The ILP works as an official travel document, which allows a particular person to enter the state for a specific period. The rules do not apply to the foreign nationals. Instead, they must register themselves with the FRO on arrival in Manipur.

The introduction of the ILP system aims to restrict the flow of people from outside the state while protecting the interests and identity of indigenous communities.

It's mentioned that the revenue tells the fact of hosting a large number of visitors in Manipur after implementation of the ILP system. It shows how vital the state is as a travel destination and an economic hub in this region.

Continued enforcement, is what makes ILP a critical management and monitoring tool for entry into the state.
