Dimapur: Reports released recently by the National Crime Records Bureau (NCRB) have revealed that the state of Nagaland  has filed 8029 FIRs using the Crime and Criminal Tracking Network and Systems (CCTNS) between 2013 and 2019. It also showed that a total of 6261 FIR reports were filed from 2013 to 2018 while 1227 and 541 FIRs were registered in the years 2018 and 2019 alone. The reports released show data records as of October 31, 2020.

It was further disclosed from the reports that all 65 Police Stations in the state have implemented CCTNS and the technology is largely operational in state, although the 'capacity building' factor under manpower stands only at 72.1 %, making Nagaland the second least state in capacity building. Except Bihar which has 0% records in capacity building, all other states and Union Territories have been found to have 100% in the criterion.

Notably, the weak network connection in one police station and the partial declaration of the Project by the government on October 15, 2013 could be behind the low numbers of registered cases. The NCRB report also mentions other criteria in which the state ranks low; however, some System Integrator deliverables are pending from System Integrator end which show pending results in Go-Live of CCTNS. Even in case of role-based training, the report says that only 680 trained personnels have been reported, which is the fourth lowest figure in the country, with Bihar still standing on 0%. Moreover, no Inter-Operable Criminal Justice System (ICJS) is available in the state and the CCTNS is not inter-operable from with courts, prisons, prosecution and forensics.

Fortunately however, it has come to notice that after conducting four training sessions and getting 55 personnels trained, the 11 prisons in the state will implement e-prison facilities. Reportedly, even though 130 FIRs have been registered in October 2020, no evidences or photos of arrested persons have been uploaded so far in the Core Application Software. Since the launch of this service, 32, 496 logins have been made  but no e-prosecution has been operated in the state. Rounding off with the finances released for the project implementation, only 1202.58 lakhs have been utilised out of the provided 1917.75 lakhs; a total of 804.65 lakhs, inclusive of interests, is said to be available with the DGP.
