KOHIMA: The Nagaland government on Friday said that a Union Home Ministry's (MHA) notification has declared NSCN (K), all its factions, wings and frontal organisations as an unlawful association under sections of Unlawful Activities (Prevention) Act, 1967.

A senior Nagaland Home Department official referring to the MHA's recent notification said that since September 2015, National Socialist Council of Nagaland (Khaplang) has been involved in 104 violence incidents killings of seven security forces personnel, six civilians and abducted 75 civilians.

The notification said that the central government is of the opinion that the NSCN (K), is continuously engaging in unlawful and violent activities thereby undermining the authority of the Indian government and the governments of Nagaland, Manipur and Arunachal Pradesh.

"The NSCN (K) is spreading terror and panic among the people, aligning with other unlawful associations like the United Liberation Front of Asom (ULFA) and Meitei organisations of Manipur and indulging in kidnapping for ransom and extortion of money.

The NSCN (K) has been obtaining assistance from anti-India forces in other countries to procure arms," the notification said. It added that the NSCN (K) has its professed aim to create a sovereign Nagaland incorporating the Naga-inhabited areas of Indo-Myanmar region by secession from the Indian Union in alliance with other armed secessionist organisations of Nagaland and the NE.

"The Central government is also of the opinion that if there is no immediate curb and control of unlawful activities of NSCN (K), the organisation may make fresh recruitment, indulge in violent, terrorist and secessionist activities, collect funds and endanger the lives of innocent citizens and the security forces personnel, and therefore, circumstances do exists which render it necessary to declare the NSCN (K) as an unlawful association with immediate effect," said the notification. The Central government for the past many years has been holding talks with another Naga outfit — National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM).

The NSCN-IM has held a huge number of rounds of negotiations with the Central government in Delhi and even outside India after signing a ceasefire pact in August 1997.

The Central government headed by Prime Minister Narendra Modi had signed a "framework agreement" with the NSCN-IM in 2015.

The NSCN-IM and the intelligence sources said that while many of the 31 demands of the Nagas have been almost resolved during the talks with the Centre, differences remain over a separate flag and a separate constitution. Nagalim, a long-pending demand of the NSCN-IM for a separate Naga state, encompasses the Naga-inhabited areas of Myanmar as well as parts of the northeastern states bordering Nagaland.

Nagaland Governor and the central government's interlocutor for the Naga peace talks R.N. Ravi has recently rejected the demand for a separate flag and constitution for the State as demanded by the NSCN (IM).

On the occasion of the 58th Statehood Day of Nagaland on Tuesday, Ravi said, "The Indian national flag and the constitution are the pride of the people of India. The government is absolutely clear that there is and there shall be only one national flag and constitution in India. ''Anyone talking anything contrary is peddling preposterous lies. They are trying to confuse and mislead the people." (IANS)
