Deputy Commissioner, Dibrugarh invite tender for expediting AADHAAR Enrolment

SHORT NOTICE INVITING EXPRESSION OF INTEREST

Office of the Deputy Commissioner, Dibrugarh invites sealed Expression of interest from bonafide firm/company/Agency/consortium in India on hiring basis for expediting AADHAAR Enrolment at District specific rates fixed by the Govt. for a period of 3(three) months. The same can be submitted at the Office of the undersigned upto 01:00 P.M. on 31st October, 2020.

Following may be the Pre-qualification / Eligibility criteria of the invited firm/ company /Agency / consortium.

1. Bidder must have registered legal entity in India as firm / company / Agency / consortium having its registered office in the North Eastern region of India. In case of consortium, the lead firm / agency / company must have its registered office in the North Eastern region of India.

2. The net worth of the bidder (firm / company / Agency / consortium) as on 31st March, 2020 should be positive.

3. The firm/company/Agency/consortium has either completed at least one AADHAAR enrolment project under UIDAI / NPR which involved among other things, supply of enrolment kit and providing operators and supervisors for the said project.

OR

The firm / company / Agency / consortium has supplied AADHAAR enrolment kit and operators in at least one AADHAAR enrolment project undertaken by a Registrar approved by UIDAI/NPR.

4. The firm/company/Agency/consortium should have a registration number of:

a. GST where his business is located.

b. Income Tax / PAN Number.

5. Any costs incurred in preparing or submitting a proposal shall be the firm / company / Agency / consortium's sole responsibility.

6. The Committee constituted for finalization of the contract shall have the right to reject expressed interest without assigning reasons.

7. Supported documents regarding above relevant points must be submitted along with Expression of Interest viz.

a. Copy of valid Registration certificate or copy of certificate of incorporation from competent authority about bidder's legal entity and location / address of the registered office.

b. CA certification with CA's registration number/ seal.

c. Work completion certificate from the competent authority; OR work order + self certificate of completion / Phase completion.

d. GST registration certificate & PAN of the firm / company/ Agency / consortium.

8. Total 40 additional centres will be setup where the selected party will have to provide machine and manpower.

9. The party will have to be in readiness to provide machine and manpower urgently within a very very short period.

Further, the tender / Expression of Interest will be opened at the Office Chamber of Addl. Deputy Commissioner (AADHAAR), Dibrugarh on 31st October, 2020 at 04:30 P.M.
