As June 30 comes nearer, security vigil up in sensitive districts

GUWAHATI, June 8: With just 57.66 per cent of the total applicants making it to the first part NRC draft in Assam, all eyes are on the complete draft NRC going to be published on June 30. The police, on the other hand, have woken up to the security imperatives in districts dominated by a particular minority community in the State from where fewer applicants have made it to first part NRC draft.

The number of applicants not finding place in the NRC is a discomforting issue for some quarters,

which is why all eyes are on the complete draft NRC. While some are curious about it, others feel that uncertainty over the exact number of NRC applicants failing to make it to the complete draft NRC is a greater cause of concern.

A section of people in the State has been a bundle of nerves ever since the first part NRC draft came out on the expiry of the midnight on December 31, 2017, and such uneasiness in them is not for nothing. Only 1,90,10,932 of the 3,29,68,686 NRC applicants have made it to the first part draft NRC, the percentage being 57.66. It was glaring that fewer applicants from the minority-dominated central Assam, lower Assam and Barak Valley districts have made it to first part draft NRC, the lowest being from Hojai district. Only 24.75 per cent of the NRC applicants from Hojai have made it to the first part NRC draft.

Next to Hojai is Bongaigaon, another minority-dominated district, with just 30.40 per cent making it to the first part NRC. Similarly, only 31.39 per cent of the total NRC applicants from Hailakandi district in the Barak Valley have made it to the first part draft.

According to government records, some of the districts with smaller number of NRC applicants making it to the first part draft are Barpeta with 38.20 per cent, Cachar with 35.25 per cent, Nalbari with 47.41 per cent, Nagaon with 44.18 per cent, Morigaon with 50.17 per cent, South Salmara with 51.40 per cent, Goalpara with 41.47 per cent, Darrang with 45.93 per cent, Karimganj with 38.35 per cent and Dhubri with 35.76 per cent.

Government records, on the contrary, show that more applicants have made it to the first part NRC draft from the upper Assam and hill districts of the State. While 95.46 per cent of the total applicants have made it to the first part NRC draft from Majuli district, 89.92 per cent from Jorhat district, 87.72 per cent from Golaghat district, 86.90 per cent from Charaideo district, 86.88 per cent from Sivasagar district, 81.05 per cent from Dibrugarh district, 81.39 per cent from Dima Hasao district, 77.54 per cent from Karbi Anglong district and 77.44 per cent from West Karbi Anglong district have got place in the draft.

Meanwhile, the NRC authority has decided not to include NRC applicants who have cases pending against them in foreigners tribunals and other courts in the register of citizens. It has also decided not to include the names of 1.25 lakh doubtful voters and their families in the State in the complete draft NRC. However, applicants whose names do not appear in the complete draft NRC will have opportunities for their claims and objections to be addressed.

Taking such a ground reality into account, from the point of effective policing, security personnel have their eyes set on the minority-dominated districts ever since the first part NRC draft was published.

A team of senior government officials led by Chief Secretary TY Das and comprising Additional Home Secretary Alok Kumar, DGP Kuladhar Saikia, Special DGP (SB) Pallab Bhattacharyya and IGP (law and order) Deepak Kumar visited Nalbari district on Friday and took stock of the law-and-order and internal security situation there. The team also took stock of the situation in Baksa, Barpeta and Darrang districts. DCs, SPs and senior officers of the police, Army and other centrally armed police forces engaged in the districts took part in the discussion.
