Directorate of Forensic Science Conduct Fresh Recruitment: Gauhati High Court

GUWAHATI: A recent ruling by the Gauhati High Court has left a big question mark over the legality of the recruitment of four forensic science deputy directors by the APSC (Assam Public Service Commission).

The Gauhati High Court has asked the State Government to advertise afresh under Section 5 (A) of the Assam Scheduled Caste and Scheduled Tribes (Reservation of Vacancies in Services and Posts) Act, 1978 following the roster policy for the filling up of the four posts of forensic science deputy directors. Two working deputy directors and a lady deputy director, who was killed in an accident recently, were recruited in accordance with an advertisement issued in January 2017. The APSC advertised for the filling up of four posts of deputy director – two in the Directorate of Forensic Science at Kahilipara in Guwahati and as many in the Regional Forensic Laboratory at Jorhat. One of the four posts was kept reserved for ST(P) in the advertisement.

A number of aggrieved candidates moved the Gauhati High Court against the advertisement and the recruitment. They are of the view that in accordance with the roster, the reservation mentioned by the APSC in the advertisement should not have been only for ST(P).

According to a source in the Directorate of Forensic Science, seven of the 11 posts of deputy director in the Forensic Science in the State have been lying vacant. Among the four working deputy directors in the department, three are at the Directorate of Forensic Science in Guwahati and one at the Regional Forensic Science Laboratory at Jorhat.
