Gogoi rushes with populist schemes

Fince department ordered to pass budget schemes by 31st August, CM anxious whether Centre will play ball

Guwahati, July 2: With less than a year left for the assembly elections, Chief Minister Tarun Gogoi is in a hurry to implement a slew of schemes aimed at creating a beneficiary base.

Official sources said that State government departments have been asked to submit proposals to the Fince department within this month itself. The CM has also asked the Fince department to clear the proposals by August 31.

The schemes, which were announced in the last budget, are mostly those which relate to fincial assistance to beneficiaries.

Among them are – a scheme which envisages payment of Rs 10,000 to one lakh women self-help groups, -bowari (Rs 10,000 to BPL woman at the time of marriage), Baideu (Rs 10,000 to unmarried woman), bou (fincial assistance to 200 BPL women in each constituency), Majoni (Rs 5,000 each to the girl child and mother at the time of birth) and another scheme to provide Rs 5,000 to 1,000 entrepreneurs in each constituency.

Apparently, all the schemes are election-oriented and aimed at creating a beneficiary base.

Sources said in each constituency, over 10,000 people will be benefited from the schemes.

But, there is a stumbling block for the Chief Minister.

The State government is unsure about the plan allocation for 2015-16 that will be approved by the NITI Aayog. Moreover, the State, after provincialization of a number of schools recently, has an additiol salary burden of Rs 600 crore. The Chief Minister is apparently uneasy due to this fincial uncertainty.
