Halfway through in election year, 43 State departments yet to submit budget estimates despite proddings by Fince department

Guwahati, Nov 4: The more things change, the more they remain the same in Dispur. Notwithstanding the tall talk by the ruling dispensation about governce, the babus in the administrative departments continue to be under the spell of the 'lahe lahe' syndrome. So much so, that the departments have even failed to give their budget estimates to the Fince department on time.
The departments were asked to furnish their non-plan budget estimates for the fincial year 2016-17 on or before September 30 last. However, 43 departments, subordite directorates and offices have failed to furnish their estimates till October 31, a month after the deadline.
The departments include Education, Cultural Affairs, Forest, GDD, Health, Irrigation, Panchayat & Rural Development, Home, Power, Revenue, Social Welfare and others.
Finding itself in troubled waters, the Fince department has convened a meeting of all Additiol Chief Secretaries, Principle Secretaries, Commissioner & Secretaries and Secretaries on November 6 in this regard.
Principle Secretary (Fince) Sameer Kumar Khare has written to all the departmental heads to attend the meeting which is expected to take up the issue of delay in submission of budget estimates.
