NRC (National Register of Citizens): Consolidated List To Be Published Shortly

GUWAHATI: Setting all speculations to rest as to when the people in the ‘exclusion list’ of the final NRC (National Register of Citizens) will be able to file petitions in the FTs (Foreigners Tribunals), it has now been confirmed that they can do so within 120 days of receiving the rejection orders from the NRC authority. This is as per ‘The Citizenship (Registration of citizens and issue of National Identity Cards) Rules, 2003’.

The Rules state that any person, not satisfied with the outcome of the decisions of the claims and objections may prefer appeal, before the designated Tribunal constituted under the Foreigners (Tribunals) Order, 1964, within a period of 120 days from the date of such (rejection) order. It also states that following the disposal of appeal by the Tribunals the names shall be included or deleted, as the case may be, in the National Register of Indian Citizens in the State of Assam.

Notably, in the-post publication phase of the final NRC on August 31, 2019, there was confusion on this count as to whether the appeals should be made 120 days following the publication of the final NRC (‘Supplementary Inclusion List’ and ‘Expulsion List’) or the ‘Consolidated List’ or on receipt of the ‘Rejection Order’ by the persons concerned.

Meanwhile, the ‘Consolidated List’ will be published shortly by the NRC authority. It will have names of all eligible persons as well as the ineligible persons.

However, sources informed The Sentinel that the process of issuing the ‘rejection orders’ would take some more time as the NRC authority will have to compile all the relevant data of the persons excluded from the final NRC prior to sending the ‘rejection orders’ to the persons concerned. And, the persons concerned will get 120 days from the date of receipt of the ‘rejection orders’ to appeal to any of the existing 100 FTs for them to commence the respective legal procedures.
