Property list of Paul & Co submitted in HC

APSC chairman owns prime apartments in Guwahati, Delhi & Gurgaon

GUWAHATI, Oct 17: Following the direction of the Gauhati High Court, the Vigilance & Anti-Corruption branch on Saturday submitted the list of properties of APSC chairman Rakesh Kumar Paul and his associates.

Hearing the PIL No. 48/2015, the court had earlier ordered SP, Vigilance & Anti-Corruption, Assam Mukul Saikia to submit the list of properties of Paul, his wife Sunda Paul, his brother Rajeeb Paul and driver Sanjay Saha.

Saikia submitted the list of properties based on information collected by him during the period of two weeks after joining the department on September 27 this year.

In the affidavit, it has been mentioned that Rakesh Kumar Paul, is presently residing at the ground floor of House No. 47, Shangrilla, Shaktigarh Path, Bhangagarh, Guwahati, which belongs to him.

However, he owns a lot of properties in and outside the city.

As per official records, the first floor of Mandakini Apartment, opposite Das Service Station in Kalapahar is owned by Rakesh Paul and phone landline No. 0361-2491923 against his me is connected to that flat.

Paul also has a commercial property/floor measuring about 3,000 sq ft at Labu Complex in Dakhingaon, Guwahati. It was purchased from one Mihir Biswas.

On the other hand, Paul's wife Sunda Paul has an ownership flat at 'Borbora Niwas' near Srimantapur LP School in Bhangagarh, with bemi transaction by Rakesh Paul. The affidavit highlighted that she uses two vehicles --- a Ford (Eco Sports) car and a Chevrolet car.

Similarly, Paul's brother Rajeeb Paul purchased a 3-bedroom flat in Jakpur, House No. 19, Kahilipara and one furnished office measuring about 1,000 sq ft at Talukdar Complex, Mazar Road, Bhangagarh, the affidavit said.

Rakesh Paul's driver Sanjay Saha is also much wealthier than any common man. Saha resides in a well-furnished two-storied building situated in a plot of land measuring about 3 kathas with high boundary wall beside Bishnu Rabha Path in Lalganesh area of Guwahati. As per the affidavit filed by Vigilance & Anti-Corruption, this building was constructed 4 years back.

The affidavit also states that the controversial APSC chairman also owns properties outside the State. Rakesh Paul owns two flats in South Extension of New Delhi and Gurgaon. It further stated that as per the complaint by APW, Sanjay Saha also owns one bigha plot of land at Sopur (adjacent to Satsang Vihar) on the outskirts of Guwahati owned by an official of APSC.

The affidavit also mentioned that one Kamala Kanta Das in a complaint dated 11.02.2015 filed before the DIG/CBI, Guwahati, had alleged that huge cash hoard in crores is stacked in Paul's residence and immediate action should be taken. The said complaint was reportedly forwarded by the CBI to the Vigilance & Anti-Corruption, Assam on 09.03.2015, but no action was taken upon it to seize the cash.

Meanwhile, in a major allegation leveled against Paul, the affidavit said that he is trying to destroy evidence about the properties owned by him or by his kith and kin and bemi transactions after the High Court ordered CBI enquiry against him.
