GUWAHATI: Finance Minister Himanta Biswa Sarma on Thursday directed deputy commissioners to reach out and provide assistance to all flood-affected people on a war footing.
The directive came during a video conference chaired by Himanta Biswa Sarma with deputy commissioners on Thursday afternoon.
As per the decisions of the video conference DCs will conduct at least 5 medical and veterinary camps per constituency and approve cost of such camps. While Rs.1 Lakh will be provided against every medical camp, each veterinary camp will receive Rs 50,000.
Relief as per the Relief Manual should not just be given to those citizens in the relief camps and in the ‘core’ affected areas but also to those residing in the ‘periphery’ as well (marooned and not able to reach ‘relief camps’ etc.)
DCs will ensure that the consolidated list is prepared and published each day consisting of details about the number of revenue villages affected, the people marooned, people in relief camps, animals lost etc. They will also ensure adequate food stock in the district and Sub Divisional headquarters concerned.
The video conference decided to give top priority on the safety of infants and children. Baby food will be provided to the infants staying in relief camps established by the administration and also to those residing in the marooned habitations.
DCs will immediately transfer of Rs 3,800 (Rs 2000 for purchase of utensils and Rs 1,800 for purchase of cloths) to the bank account of the head of the families who are staying in the designated relief camps and also those marooned and living in camp-like situation. They will distribute cattle feed to the domestic animals in the flood-affected areas as per SDRF guidelines.
DCs will ensure that the claims for Rehabilitation Grants for partially/fully damaged houses should be sent within a month of the floods so as to ensure that people are rehabilitated at the earliest They will also ensure distribution of free textbooks to the affected school children so that their studies are not affected. They will provide medicines and conduct regular check-ups at all the relief camps and take all necessary precautionary measures to prevent any outbreak of contagious diseases and to cover post-flood period as well.
