To implement populist schemes, Dispur cancels leave for babus

GUWAHATI, Oct 16: With the Tarun Gogoi-led Congress government nearing completion of its third term, the Chief Minister is now leaving no stone unturned to get his populist schemes implemented within the stipulated time frame.

With the BJP giving tough competition to the Congress after winning seven seats in the Lok Sabha elections last year, the base of the ruling party in the State suffered major erosion. It worsened further with Himanta Biswa Sarma joining the BJP and 9 other Congress MLAs in his camp ready to follow suit. This has left the Congress with 67 seats in the Assembly, three more than the majority mark.

In order to any further damage to its electoral prospects, the government is aiming to create 74 lakhs beneficiaries in the State ahead of the 2016 assembly polls. With an expenditure of Rs 826 crore, the government is trying to woo beneficiaries by distributing yarn, blankets, solar lamps as well as offering fincial assistance to self help groups, widows, unmarried women, artists and erosion affected families.

Keeping in view the target set and the time left, the Congress government has now decided to scrap leaves of State government employees. In this regard, the Fince department issued an order through a letter no. FEB 218/95/117 on October 9.

In the order, the Fince department has strictly ordered not to consider any leave beyond ten days for the remaining period of the current fincial year.

It may be mentioned that, Assam has a bad repute for failure to implement various schemes and projects within stipulated time frames. The Chief Minister was reportedly unhappy over non-implementation of projects within the time frame and in order to ensure time-bound implementation, such an order has been passed.
