GUWAHATI: Altogether 1,08,596 'Doubtful Voters' in Assam will not be able to exercise the right to franchise in the Assembly election-2021. Such people have been identified in 117 of the total 126 LACs (Legislative Assembly Constituencies) across the State.

Mentionably, Assam is the only State or Union Territory in the country to have 'Doubtful Voters'. The ECI (Election Commission of India) introduced this concept for Assam in 1997.

Mentionably, the following ten LACs do not have any 'Doubtful Voters': Amguri, Thowra, Sibsagar, and Nazira in Sibsagar district; Jorhat, Teok, and Titabar in Jorhat district; and Mahmora and Sonari in Charideo district – all in upper Assam and Haflong under DimaHasao district.

According to the 'Final Photo Electoral Roll' published on January 18, 2021, Sarbhog LAC has the highest number of 6,325 such people followed by Jania (4,765) – both in under Barpeta district, and Dhekiajuli (4,677) in Sonitpur district.

All the following districts have LACs with more than 1,000 'Doubtful Voters. The districts having only one such LAC are Morigaon district – Jagiroad LAC (3,306); Dhemaji district – Jonai (2,804); Chaygaon (1091) in Kamrup district; Katigora (1,107) in Cachar district; Dalgaon (2,335) in Darrang district; Hojai district – Hojai (1,728); Biswanath district — Gohpur (1,571); and Golaghat district – Sarupathar (1,027).

The districts having two such LACs with more than 1,000 'Doubtful Voters' are: Kamrup (Metro) district — Dispur (2,226), and Gauhati West (1,690).

The districts having three LACs with more than 1,000 'Doubtful Voters' are: Barpeta district — Baghbar (2,122), Sarukhetri (1,309), and Chenga (1,254); Udalguri district – Majbat (3,017), Paneri (3,016), and Udalguri (1,673); and Dhubri district – Golakganj (2,412), Gauripur (2,173), and Dhubri (1,935).

The districts having four LACs with more than 1,000 'Doubtful Voters' are Goalpara district— Goalpara East (1,759), Jaleswar (1,713), Goalpara West (1,691), and Dudhnoi (1,267); Sonitpur district — Barchalla (4,106), Tezpur (3,588), Rangapara (2,137), and Sootea (1,850).

Nagaon district has five LACs with more than 1,000 'Doubtful Voters. These five LACs are Dhing (2,833), Raha (1,649), Rupahihat (1,574), Samaguri (1,426), and Batatdroba (1,414).

Significantly unless a FT (Foreigners Tribunal) determines that any such person is an 'Indian', the tag of 'Doubtful Voter' will remain against that person's name in the 'electoral roll'.
