GUWAHATI: A manpower shortage has led APDCL (Assam Power Distribution Company Ltd) to decide to reappoint junior managers, assistant managers, deputy managers and assistant general managers, who superannuated from APDCL recently, on a contractual basis.

It has come to light in a letter sent by APDCL CGM (Chief General Manager-HRA) to all chief executive officers (CEOs) of the company to reengage the recently retired officers on a contractual basis. The letter made it clear that the APDCL is facing a shortage of manpower, especially of junior managers, assistant managers, deputy managers and assistant general managers. Many of such APDCL officers retired recently. Overall, the APDCL has around 4,000 vacant posts of grade III, IV and officer-level employees.

The CGM asked CEOs of the power-distributing company to submit proposals with names of the recently retired officers in the ranks of junior managers, assistant managers, deputy managers and assistant general managers who are willing and capable of doing fieldwork, including maintenance of lines. The CGM has asked the CEOs to mention in their proposals the current addresses of the retired APDCL officers and the last posts they held.

The CGM said in his letter that the APDCL might not engage the retired officers in any financial or revenue-related works.

Nearly 4,000 posts vacant in the APDCL include around 1,000 officer-level posts and 3,000 grade III and Grade IV posts, especially of linesmen, bill clerks, meter readers, typists, peons, chowkidar and others.

When asked about filling up the vacant posts, an APDCL officer said, "We have started filling up the officer-level posts through the engagement of retired officers on a contractual basis. Some retired officers are willing to join, and some are not. We have given the responsibility of recruiting officer-level and grade III & IV posts to the APSC (Assam Public Service Commission)."
