APSC CCE 2014: Candidates securing lower marks got higher posts

GUWAHATI: The report of the Justice (retd.) Biplab Kumar Sharma Commission inquiring into the allegations of anomalies and malpractices in the conduct of the CCE (Combined Competitive Examination) 2014 by APSC (Assam Public Service Commission) is almost complete, barring a few technical aspects.

According to sources, the report comprises two parts: the main report with recommendations and observations, and the annexure (supporting documents). Though the inquiry has not found much beyond what the police investigation found, the commission found some irregularities in providing posts to the candidates based on their merits.

According to rules, a candidate filling out forms for the CCE (Main) has to mention the preferences of the cadres like ACS, APS, etc. The inquiry has found some cases in which candidates securing poorer marks got posts with higher grades in the merit list, and some candidates who got higher marks but got posts with lower grades. Initially, the commission could not notice this anomaly. It became known about this favouritism after receiving written complaints from some of the candidates. According to sources, this anomaly will be reflected in the report.

The commission also had doubts about the handwriting on the answer sheets of a few candidates. It took the view of the forensic science laboratory (FSL), which has already given its report. The commission is now examining the technical aspects of the FSL report.

The term of the commission expired on August 31, 2023. The State Government has extended the term until October 15 this year or until the submission of the report, whichever is earlier.

Justice (retd.) Biplab Kumar Sharma also inquired into the allegation of malpractice in the CCE-2013 and submitted the report. The report is under consideration by the government. This report had some findings that the police investigation had not found.
