Guwahati: The Assam Electricity Regulatory Commission (AERC) calculated a Cumulative Revenue Surplus of Rs 911.28 crore for Assam Power Distribution Company Ltd (APDCL) for FY 2025-26, against the APDCL’s projected Revenue Gap of Rs 357 crore.
APDCL has submitted a petition before the AERC with the Cumulative Revenue Requirement of Rs 11,652.54 crore for FY 2025-26. APDCL projected a retail sale of 12,015 MU during FY 2025-26. Thus, the average cost of supply to recover the entire cumulative amount of Rs. 11652.54 Crore during FY 2025-26 is projected as Rs. 9.70 per kWh, as compared to the approved cost of supply per unit of Rs. 9.55/kWh for FY 2024-25. APDCL projected a Revenue Gap of Rs. 357 crore for FY 2025-26.
The AERC analysed APDCL’s petition on its Cumulative Revenue Requirement, which is based on Average Cost of Supply (ACoS) of electricity. AERC found that the ACoS for FY 2025-26 works out to Rs 8.72 per kWh, as against APDCL’s proposal of Rs 9.70 per kWh. AERC approved Rs 10,637.54 as the Cumulative Revenue Requirement, against the APDCL’s proposal of Rs 11,652.54 crore for FY 2025-26.
According to the AERC, revenue from the existing tariff will yield APDCL an amount of Rs 11,548.82 in 2025-26, which will result in a revenue surplus of Rs 911.28 Cr.
The AERC conducted public hearings on March 12, 2025. Objections and suggestions were also invited from the stakeholders on the petitions. Altogether, 12 respondents submitted their views and comments on the tariff petitions submitted by APDCL. The AERC had undertaken a prudent check of the submissions, and utmost care was taken to protect the interests of the consumers as well as the utilities in arriving at its decision, it said. After taking into consideration the submissions made by the APDCL, objections and suggestions received from respondents/stakeholders and all other relevant materials on record, AERC arrived at a surplus of Rs 911.28 crore.
Accordingly, the AERC has rationalised the category-wise tariffs in order to pass on the revenue surplus of Rs 911.28 crore.
