Guwahati: The state government amended the rules regarding the appointment of headmasters under the Assam Secondary Education (Provincialised Schools) Service Rules, 2018, in case of Amalgamated High School or Higher Secondary School where Middle English (ME) or Middle Vernacular (MV) school has been amalgamated. The amended rules stipulate that the Assistant Headmaster or Ex-officio Vice Principal, as the case may be, and the Science Graduate Teacher shall be eligible for selection to the post of Headmaster, subject to certain conditions.
The state government issued a notification in the gazette dated February 21, 2025, which stated that the government has made the following rules further to amend the Assam Secondary Education (Provincialised Schools) Service Rules, 2018. In case of Amalgamated High School or Higher Secondary School, where Middle English (ME) or Middle Vernacular (MV) school has been amalgamated, science graduate teachers were kept out of the reckoning for the post of headmaster, and a section of them approached the Gauhati High Court, and the process was kept in abeyance.
In the hearing on Friday, the School Education Department filed an affidavit stating the Service Rules of 2018 have been amended, and a notification to that effect was issued in the official gazette. According to the amended rules, the rule will now be called the Assam Secondary Education (Provincialised Schools) Service (Amendment) Rules, 2025.
The notification referred to reads that, in Amendment of Rule 14, in sub- rule (2), in clause (b), for the second proviso, the following shall be substituted, namely: "Provided further that in case of Amalgamated High school or Higher Secondary School where Middle English(ME) or Middle Vernacular(MV) school has been amalgamated, the Assistant Headmaster or Ex-officio Vice Principal as the case may be and the Science Graduate Teacher shall be eligible for selection to the post of Headmaster subject to the condition that the incumbent should have teaching experience as Graduate Teacher for a continuous period of at least fifteen (15) years including the period of service in the erstwhile Middle English(M.E) or Middle Vernacular(MV) School."
