GUWAHATI: The state budget for the financial year 2025-26 has spelt out an action plan for the implementation of 39 of the 52 recommendations of the Justice (retd.) Biplab Kumar Sharma Commission for the implementation of Clause VI of the Assam Accord.
Some of the announcements made in the action plan are:
(i) The government will strictly implement the Assam Official Language Act of 1960. From April 2025, all government notifications, orders, schemes, guidelines, transfer orders, etc., will be published in bilingual form, making Assamese translation compulsory.
(ii) The government will take all necessary steps to get the history of 'the Assamese people' published from April 2025. The subject of Assamese history shall be made compulsory in all schools up to class VIII.
(iii) The government will make the Assamese language compulsory in all English medium schools, both under the state board and the CBSE, in the Brahmaputra Valley and the BTR.
(iv) The government shall identify the revenue circles of the state where only indigenous people can own and possess lands, and the transfer of such lands in these areas is limited to them alone.
(v) The government will create a separate five-member Xatra Preservation and Development Board with both statutory power and financial resources to look after the overall protection and development of Xatra institutions.
(vi) The government will strictly enforce the Assam Fixation of Ceiling on Land Holding Act 1956 and also consider the implementation of ceiling provisions for Guwahati City.
(vii) The government will start the survey of sar areas. However, settlement of any land falling under sar areas will be taken up only after discussions with stakeholders.
(viii) The government will update all land records by March 2027, paving the way for the introduction of a title guarantee in Assam from April 2027.
(ix) The government will identify the lands unfit for agricultural purposes by a land survey within a specified period and declare them as industrial areas.
(x) The government will translate the zikirs and the zaris composed by Ajan Pir into various indigenous languages of the state.
(xi) The government will set up a multi-purpose cultural complex for each of the tribes and other ethnic communities in districts.
(xii) The government will provide Rs 100 crore as one-time grants to Srimanta Sankaradeva Kalakshetra to facilitate research work and adopt modern techniques for preservation and documentation.
