GUWAHATI/DIBRUGARH: Three Japanese companies have been in Assam to develop skill sets, including the Japanese language, among youth of the state with assured jobs in Japan. The state cabinet today decided to extend subsidies of Rs 1.50 lakh to each of the youth to receive the training from the Japanese companies.

Giving details of the cabinet decision, Chief Minister Dr. Himanta Biswa Sarma said, “The three Japanese companies that have come to Assam will impart training to 3,000 youths under the Chief Minister’s Foreign Language Initiative for Global Human Talent. The cost of each trainee will be around Rs 3-4 lakh. The state government will bear Rs 1.50 lakh for each of the candidates. In this phase, the companies will train youth for the posts of drivers, nurses, and IT professionals in the lower rung. The three companies—ASEAN ONE Co. Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co. Ltd.—want to absorb 25,000 youths from the state. The salary range of the youth will be from Rs 2-3 lakh per month.”

The Chief Minister said that the Cabinet decided to take a Rs 2,750-crore loan from the World Bank for the education sector. “While the central government will repay 90 percent of the loan, the state government will repay the remaining ten percent. The government will spend this amount to impart training to science and mathematics teachers, to arrest the menace of school dropouts, and to establish 400 schools with modern facilities, besides setting up more anganwadi centres,” he said.

The Chief Minister said that the cabinet today approved Rs 150 crore for the construction works currently underway for the modernization of police stations, barracks, and other infrastructure under the Mission of Overall Improvement of Thana for Responsive Image (MOITRI) Scheme.

The Chief Minister said that the government would open ten other co-districts by August 12, 2025. The cabinet has approved the creation of ten co-district SP posts. The new co-districts are Boko-Chhaygaon, Palasbari, Dudhnoi, Borchala, Rangapara, Makum, Digboi, Mariani, Teok, and Dholai.

The Chief Minister said that the cabinet has approved the collective infrastructure development of apartment buildings through funding from the MLA Local Area Development Fund and untied funds under the district administration. The Chief Minister said, “After builders hand over apartments to the flat owners, societies have to maintain all common infrastructures like improved electricity collection, development of parks, community halls, installation of proper drainage systems, etc. In most of the cases, societies fail to bear the amount. The Cabinet has taken this decision to help the flat owners.”

The Cabinet has approved the formation of the Assam Innovation and Start-up Foundation under the Department of Innovation, Incubation, and Start-ups to promote innovation and start-up-related activities in the state.
